  15. A War That Will Not End

  17. <p>     Not since 1982 has Northern Ireland been so besieged by
  18. terrorism. The I.R.A. opened its latest campaign with a spate
  19. of bombings in November that severely damaged parts of the
  20. center of Belfast. Since then, more buildings have been bombed,
  21. and there has been an upsurge in murders by the I.R.A., as well
  22. as by Ulster loyalist extremists. The bombings have spread to
  23. London, Manchester and other British cities.
  24. </p>
  25. <p>     For Ulsterites, whose mood fluctuates between fear and
  26. defiance, the resurgence of violence is all the more
  27. demoralizing because only a few months ago they were confident
  28. the worst was over. Now, demands for increased security have
  29. prompted the government in London to send two more army
  30. battalions to the province, bringing military strength to
  31. 17,800. Prime Minister John Major flew to Belfast last week and
  32. declared that the I.R.A. "cannot bomb Northern Ireland out of
  33. its way of life, and they cannot bomb the British government out
  34. of its policy." He added, "The I.R.A. are not going to win. Not
  35. now and not ever."
